According to the TNG tech manual - which is quasi-canon, generally agreed to hold some weight - replicators function at 'molecular resolution', whereas personnel transporters need 'quantum resolution' to successfully transport a living being. So - in addition to the always-the-same factor you mentioned (although perhaps you could program a controlled amount of RNG into replicator patterns to get around that a bit) - the replicator is just standard definition TV. It's fine if you're used to it, but once you eat at Sisko's you realise you've been missing out, and you start being annoyed that your lunch hasn't been remastered to HD.

Only reason I asked if Voyager had a series bible is that I think DS9 definitely had one. Granted, I think it was the exact one for B5, but you get the point. :lol:

Was it just, "Let's redo TNG," like TNG had probably been, "Let's redo TOS?"

In fact, I believe that Kirk lost 90% of his skill when he became an Admiral.

I mean people literally died being transported on his maiden voyage and he left the parking break on.

I suspect the Romulans are poisoning the flag officers' food on Earth.

Hadn't really considered it before, but maybe that's why Khan's so blown away at the thought of "Admiral Kirk" - it's not bitterness at Kirk's rise while he was forgotten, he's just realising that he's finally in with a shot of kicking Kirk's arse because he's not a Captain anymore.
