It's one thing if the reviews were a bunch of 1-6s for example but it's not. If you get a ton of 1s it's gets suspicious.
Problem with that is it overlooks how many people treat 1-10 or 1-5 ratings pretty much everywhere. Not just films, anime, or tv shows, but look at other websites that use such systems like shopping, eating, hotels or whatever and you frequently see the same behaviour.
Many people if they see the current score is too low will rate it 10 to push it up, and if they think it's too high well got to bring that down and so will use a 1 as that's what is going to be the most effective.
A 1 is 'I don't like this', a 10 is 'I do like this', and all naunce is often forgotten. Which is appropriate really given the state of the internet as a whole.
MAL the big anime rating site is especially infamous and/or entertaining following the shenanigans of the top 10 there, and the various fanbases involved. That's also not talking about how gaming reviews have warped people's brains into thinking that 9 is great, 8 is good, and 7 or less is worthless dreck.
Don't get me wrong, I'm well aware that some silly people are review bombing. However that's easy to determine by looking around at the general nature of the discourse currently going on without needing to look at the number of 1's.
