I have to disagree with you about getting Lalla Ward back. Funny enough, Classic Who has an example of a Time Lord changing ethnicities, that occurred in Jon Pertwee's final story The Planet of The Spiders, which apart from being Pertwee's regeneration story also featured a character called The Hermit, a Bhuddist monk revealed to be Timelord named K'anpo Rimpoche, a Gallifreyan spiritual priest (who still practiced spiritual faiths despite Timelord society becoming more scientific and rationalistic) and one of the Doctor's former mentors (possibly the one the Doctor respected more), he regenerated from a Caucasian to Asian or his new body was supposed to be Asian as the actor who played the regenerated body was a white actor in yellow face but officially according to that episode, Timelords can change ethnicities and the non-TV media including Big Finish actually used that concept with one of Rassilon's incarnations being black during the Eight Doctor's BF adventures with Charley.Fuzzy Necromancer wrote: ↑Wed Jan 13, 2021 2:32 pm Do you have any iconic black or female character that regularly metamorphizes into somebody played by a different actor in mind?

And lets be honest here, the fanbase is already ticked off. Bringing Romana back is pretty much just the icing upon a rotten cake.
