Quality has nothing to do with their decision. Daredevil s3 got good reviews and Iron Fist season 2 was seen as a marked improvement on the first, but both got canned; Punisher has not been renewed even though both seasons were popular.
Netflix doesn't want to pay for it and Disney want to start these characters afresh on their own streaming services (and / or maybe movies). Jessica Jones could sweep the Emmys and it still wouldn't do the show any good.

Netflix method seems to be having 1 to 3 seasons and then cancelling show after that in order to be able to replace it with another new show that they then do same with.

Oh I'm well aware of the development and was just kinda kidding.
Punisher and Jessica Jones were simultaneously cancelled some about month after Punisher season 2 streamed, in fashion with Daredevil and Iron Fist. Luke Cage was the weirdest indicator at the time considering it had already been out for a couple months and everybody just thought that Iron Fist got cancelled because of the lingering reaction to the first season and lack of overall buzz that the second season got despite a handful of people saying "yeah it's better, and boy the trim down to 10 episodes is quite a breather." Punisher season 2 was a bit mixed. I personally thought Pilgrim was a poor injection to the story despite me thinking him and that whole side of the story was interesting in itself. Not sure what you thought. Billy Russo's plot was pretty amped up for all consideration.
What bugged me was a cluster of articles (at several points in time, not just between media sites) talking about this holy analytics website or business that was "tracking viewership" through online social media speculation, going so far as to say that even Daredevil season 3 went downhill compared to the first season. It was just based on the volume of people talking about the show. Not buying it.
The consensus yeah is that Netflix was paying a bunch but also Disney+ makes joint relations complicated. It is apparent from disclosure on all sides that Netflix is the one that pulled the plug and not any Marvel or Marvel subsidiary or Disney.
