The US government in DC is kind of like what I think of the take on the Rebels in The Mandalorian series. Somewhat subversive in their position in a modernist backdrop.

I think Superman is how we Americans, as a nation, want to be perceived by the rest of the world. We want to be the big strong super hero swooping in to save the day like we did back in WWII. I felt that that adequately framed the Bush administration with regard to the patriot act. As a non-American he's significantly more of one than Captain America, namely as y'know he doesn't have 'America' in the name and isn't so draped in the flag. There's very much a reason why they called his film The FIrst Avenger in some countries outside the US.
