Oh, if only they have Kevin Conroy dub him...

Really, every Batman should be dubbed by him (especially fricking Bale).

... that brings to mind an oddly humorous thought: Kevin Conroy dubbing the 60s Batman.

There are variations from actor to actor, but all the movie Batman basically sound the same: Differing degrees of a whispery, gravelly voice. Why is that?
What the heck are they talking about? That was literally not a thing until Nolan. One (set of) Batman movies. There are a whole load of other Batmen who did not do this.

Has the Bale Batman meme become so pervasive that people have forgotten it was being mocked for being ridiculous (and, notably, a departure)?

Adam West barely changed his voice at all. Kevin Conroy changed his voice using tone and cadence. Keaton spoke in a lower register. No one remembers the other actors.

You know, Pattinson does have a habit of just making up stuff for mischief's sake. Do we have any other sources confirming this?

Yeah, kinda... but only sometimes? I feel like that's more an artifact of him speaking in such a low register and not managing his breathing more than an intentional choice like Bale's throat-destroying Batman. Maybe I'm wrong!

Point being, it's still an exaggeration to say that Bale's ridiculous voice is part of a larger pattern. It stood out for a reason.

With Batman you have to consider that maybe they're just keeping up with a feature as they've done for a lot of the more bizarre turns they've made.
