Should Our First Time on the Citadel Count as a Team-up Mission?

Team-Up Missions in a BioWare game is rare. For those who are reading this and going "What the Hell is she smocking this time?" a Team-Up Mission is what I call a Mission where you get to bring most or all of your companions/squad mates on a mission. For example, the final battle in Dragon Age: Origins is a Team-Up Mission as you start it off with your whole team fighting an army of Dark Spawn before leaving most of your companions at the gate to defend while you and 3 others go to fight the Arch Demon.
The Original Mass Effect Trilogy has 3 Team-Up missions, that being Virmire, The Suicide Mission and The Citadel DLC from Mass Effect 3 but I've been wondering if our first time on the Citadel in ME1 should count as a Team-Up Mission. After all, we meet most of our squad, each or most gets a moment to shine and have an active role in the story of the mission.
Take Virmire, in this mission gives has a moment where Ashley and Kaiden go off to handle missions that contribute to the mission with one going off to help Kirrahe as a distraction and the other arming a nuke. And before that you have a moment with Wrex that involves the fate of the Krogan that can result with him dying or living depending on your choices during this scene and earlier missions you had with him.
That is how most team-up missions work in this series as you are working with more then just the 2 squad mates you brought with you for whatever mission you're currently on.
So, with that in mind does the first mission on the Citadel count? After it involves Garrus, Wrex and Tali all helping you in your investigation to expose Saren as a traitor BUT that only extends to recruiting them and their not actually needed outside of their first scene, you can even avoid recruiting Garrus and Wrex altogether (not sure why you would because only monsters don't recruit Garrus and Wrex).
So, with all that in mind, does this count as a Team-Up Mission? It does involve more then one of your squad mates but outside of their introduction scenes they're not really doing anything.
