So, apparently there's a new Batman game in development, one that will not be part of the Arkhamverse but instead set in a new continuity called Batman: War of Ice and Shadow. So from what I understand this game will be set late in Batman's carrier which is a line I'm sure you've all heard before but this will be set much MUCH further in Bruce's carrier as not only will he have a history with most of the major characters and villains but also have most of his kids at this point.
In fact this game you'll be able to play more then just Batman in this game and instead of the usually characters like Dick Grayson, Tim Drake and Jason Todd or even Barbara Gordon instead we'll be getting Cassandra Cain, Duke Thomas and Stephanie Brown. It will be an proper RPG as in you'll actually get to make choices that affect the game's story but all remaining within character for Batman. You can't choose to kill anyone but you can take a more violent path or attempt to reason with people, by intimating them but still you do have the option to just talk someone down.
And there will be fallout to you choices with the most notable example being the games final act as you must choose between using the Lazarus Pit to save either Ra's or Nora, you will only be able to save one and either decision will completely change the final act of the game.
The story of the game is as follows.
"War in has begun, a battle of Ice and Shadow rages as Mr. Freeze confronts Ra's al Ghoul and the League of Shadows as the two seek out the last Lazarus Pit with Gotham City caught in the middle. In order to reign in the chaos Batman, joined by Orphen, Spoiler and The Signal, must do battle with two of his greatest Rogues as they tear the city apart. The Fate of Gotham City is in your hands, Become Vengeance, Become the Night, Become Batman!"
One major bounce is the Joker will NOT be the main antagonist of the game. Instead he'll just be the Disc One Boss that you deal with in the Prologue and then he remains in Arkham for the Rest of the game. I love the Joker but I do think he's being overused and want sit out the series for a while.
There's really only one issue with this whole story... Which is I made it all up. Yeah, this is actually an original idea of mine that I'm hoping to sell to DC. Sorry for the deception but I wanted to see if this actually sounded like something that could actually be real or if it just sounded like someone's silly fan fiction. If the latter, great that means this might be taken seriously when I got to pitch the idea, if not, I'll just brainstorm a little more.

I'm still trying to sell a Wonder Woman Fromsoft game, and a GOW style Superman game set in WWII, so I can relate.
Science Fiction is a genre where anything can happen. Just make sure what happens is enjoyable for yourself and your audience.

Personally I was a little lost on Mr. Freeze versus the League of Shadows. I can be very convincing when I want to be. The harder sell would be the other members of the Batfamily, Nightwing, Red Hood and Red Robin or Robin and Batgirl would be an easy sell they wouldn't even blink at that. But Orphen, Spoiler and Signal, most people have never heard of these characters so this would be the biggest risk and something I would need to sell on the first try.
As for the story, the basic idea is Mr. Freeze is, as always, trying to save his wife while Ra's is trying to restore himself to life yet again. However, Ra's has used the pit to many times but in Gotham there is a Pit so pure that only a small sample of it will fully restore him and Freeze finds out about this and learns that this small sample is enough to fully heal his wife.
However, neither know exactly where it is there won't be enough to go around so there can be only one. As Batman the final choose will be who you choose to save and both will have dire consequences and completely change how Act III Goes. The idea here is to put you and Batman into an impossible choice, who do you save and why. See Batman will get to the pit first but there is, in fact, only enough for one person so there is no way for him to save both, it's save Nora or save Ra's.
Save Ra's and Freeze will turn Gotham into an icy hell and many innocent lives. Save Nora and the League of Shadows will do the same but the cost will be higher then anything Freeze would have done. No matter what you must decide and that is the real selling point.
The Arkham Series is well known for making players feel like Batman but I want a game where you become Batman by putting you in a situation where he would find himself in and providing you with a simple idea of what it is like to make these choices.
That's why it has to be Freeze and Ra's because they are both villains we can sympathies with and have seen Batman work with and helped out a number of times. Hell Bruce's youngest child is the grandson of Ra's who Bruce conceived with Talia.
I think I've got a real winner on my hands here I just have to sell it to someone.

I don't see how you can sympathize with Ra's. The man's a mass murderer hell-bent on killing everything and everyone who disagrees with him and his inconsistant moral compass. I could not fathom anyone choosing him over Nora Freeze. There's just no moral dilemma there, except for "choosing" Ra's death, but I'm fairly convinced that nobody, not even Batman, would really think about that dilemma all too much. Except maybe the Batman who laughs, who'd choose neither. What makes you think that this choice is an actual important and enticing choice?

I mean his main goal is to stop people from harming the environment, he like an evil version of captain planet. Heck, as pointed out having a power vacuum with a group that real good at killing is not a good thing.
