Who are some of your favorite one-off, obscure, or otherwise B-list Star Trek villains? I know Lower Decks took the Pakleds and turned them into a serious threat, but who would you like to see more of?
(I do have some ulterior motives. I'm working on a fanfic and I need some minor league Alpha Quadrant antagonists for my heroes to deal with on an otherwise mundane mission. But I'm also interested to learn who piques your interest.)

Okay here's a minor TNG Foe I'd like to see more of
The aliens from Alligance. Very powerful, very alien, and tend to view everyone as games and test subjects, and would be an interesting foe for anyone to face. The fact they view very basic facts of most races as alien to them and unique is interesting in how they developed as a culture themselves.

Science Fiction is a genre where anything can happen. Just make sure what happens is enjoyable for yourself and your audience.

I do wonder about those space borne entities myself. Crystalline entity, those jellyfish at Farpoint, the space whales in TNG etc. Like I wonder if for example the Crystalline entity would eat those space whales and later found out about life on planets. Sheliak is one minor villain for one episode. They were interesting. I also wonder about some of these minor small powers that were in war or in heated dispute with the Federation as well. Like that one species in TNG that took a human orphan as one of their own. Then their ship tries to attack the Enterprise and is laughably bad.
Those Conspiracy aliens from TNG that was from what I have heard supposed to be the Borg would make for interesting foes. I have seen some fanfics that did a job with them.

I always thought it was a waste we only got the one episode with the Vaadwaur on Voyager. The idea that they're an ancient race who used to be around long enough to only be remembered by folklore, and are now looking to get back on top had some legs, and Voyager desperately needed something with legs as they were in mid season six. They even had a decent reason to keep showing up regardless of how far Voyager went unlike their other re-occuring alien baddies.

Maybe have a ship while main job is to deal with that junk. I mean I think the shop that fight space Cthulhu and the ship that hold important diplomats that could be the difference between life or death for billions should not be the same ship.

I always wanted to know more about the Tzenkethi. They were part of a season finale, and we never saw any of them or learned anything about them other than their name.
