"Thoughts and prayers" from a politician would indeed sound insulting to me. It's not something I'd thought I'd be likely to see here though (UK).
Although I'm very much not religious I did appreciate the sentiment coming from the local rector once when I was going through a bad time.

This is the correct answer. Thoughts and prayers is not that insulting when it comes from someone who really can't do anything personally. As in saying your Mom died, what else can they do or say?
Thoughts and prayers to people who lost their homes due to a tornado or hurricane? Nah you can do something about that. Donations or if close enough volunteer to help. In that case, your thoughts and prayers mean nothing because you are actively doing nothing when you can do something.
