I was going to try to make a Scottish Cossack joke, but I know nothing about the cossacks other than they had a famous cavalry.

It's not actually a Doctor Who clip. It's a dramatic reading of a (translated) historical letter, performed by Capaldi. The TL;DR version is, Sultan sends a grandiose letter about all his land and titles and awesomeness demanding the cossacks stop something, and the cossacks are eloquently unimpressed.

I don't think the Brexit comparison is apt, seeing as the Cossacks never really were part of the Ottoman Union.
