Ticket Registration for Fallout Shelters?

Have any of you heard of this scam in Connecticut of a bunch of frat boys scamming people to pay $1000 for a plastic ticket to enter your local fallout shelter in case atomic-annihilation would happen?
While we do have enough nukes to make all land uninhabitable, I highly doubt that people will pay the price of leaving dog-turds on the walkway just to enter a 3.4 ft leaded prison-box and be rich to buy peoples loyalty again.
And besides, WW3 won't happen with nukes... Because ALL countries of the world will lob non-nuclear weapons at each other as well, including biological and physics-breaking implements.
Plus the moment the war end there is a high chance there will physically and meta-physically no Earth left.
