You forgot the War Doctor.
I think I'd have to go with Bones. He, Crusher, and the EMH are the best miracle workers.

That wasn't really Crusher in that episode. She was temporarily replaced by a Ferengi Hologram while she was away at a conference in order to help accomplish the deception.
