If I go to the trouble of creating a time machine, the message is probably important.
Anyway, I won't bother sending it back if I knew I never read it, so it leaves me little choice.

Yes. It's possible to 'change' time, or not - either way, I wouldn't have sent myself something unless it was very important that I read it.

I feel like I am smart enough to know about time travel issues that if future me sends one its with the intention of knowing that past me will open it
Only way I think this happens is if I am standing next to the shutdown button that saves the world.
