However, I'd say the education of Seven of Nine did pose some problems. She wanted to encourage her individuality, but also was running a ship with a military command structure. The two situations ARE going to clash at some point.

On top of that, here we have her being expected to follow an order which, as far as she (and the audience) knew, carried a major risk of resulting in her being blown to smithereens along with Voyager.

Those who join Starfleet do so knowing that they will be expected to put their lives on the line to defend the Federation's principles. Seven of Nine made no such promise, and for that matter neither did the Maquis crewmembers.

Dozens of times, 7 tried to destroy Voyager, so Janeway automatically forgave her. This is the first time that 7 saves Voyager, therefore Janeway imposes cruel and USUAL punishment.
