VOY: The Phage - what was the significance of using the Lollipop song?
VOY: The Phage - what was the significance of using the Lollipop song?
Was it basically because of Janeways' infamous words when sending the Vindiians back to their ship?

Pretty much. Chuck is saying that Janeway turned Voyager into a candyshop, because she allowed them to commit organ theft on a member of her crew, and the worst punishment they received is a five minute lecture. Meaning that the Vidians know that Voyager can be stolen from with no serious consequences.
Essentially, like stealing candy from a baby.
