I was just joking about the ''creepy sex'' bit above. Braga would have had the Voyager crew rubbing decon gel over themselves if he had thought of it at the time. Now whilst my adolescent self back in the '90s wouldn't have objected to Jeri Ryan half naked and lathering herself up, it still would have been creepy as to why he felt the need to do it.

It's obvious that from the writers perspective the Ocampa were supposed to be fully sexualized, this IS Star Trek after all and we have to support Gene's vision after all. You know explore the universe, find interesting people, and sleep with them.
But there is a problem when you put liberal arts majors in charge of alien biology and that is they use "artistic license" to make the species they want rather than species that make any sense. Seriously, the Ocampa would be proof that evolution is a lie.
We have a species that lives for 7 years, can only reproduce once, giving birth to a single baby. They have two genders which imply that only half their population is capable of pregnancy. Which means their population would half every generation, assuming every female every generation has a baby and that that baby lived long enough to reproduce. Said reproduction requiring holding hands with a willing male for a week.
On top of that they have amazing psychic powers which only manifest if they're in space. What biological function could such powers serve that evolution would select for a trait that only happens when you leave the planet?

We do know that the Caretaker and his people did royally screw over the Ocampa. We are lead to believe that it was limited to climate change but maybe they did produce things like litters originally which would take the edge off this nonsense somewhat. And maybe their psychic powers are being artificially restrained by the Caretaker? Maybe he was afraid of being confronted by an enraged army of people with powers equal to his own. It is also implied that Susperia was augmenting the powers of the rogue Ocampa.
This would of course mean giving this far more thought than the writers ever did.
