I thought that this was probably Trek's best supporting example for the Prime Directive. John Gill (somehow) has influence over this entire world and, I think with the best of intentions toward it, molds it for the worse.

We don't know what bits he wanted to leave in and what he wanted to leave out. It's hard to imagine a national socialism that isn't authoritarian; a core idea is that all the citizens are harnessed together for the "greater good." We don't know if hatred of the Zeons was to any degree part of his plan; a foe, real or imagined, can draw people together. But we do know that his plan involved exerting control over a lot of people because he thought he could do better. And in some ways it might have worked, although there are other possible explanations for their industrial advancement. But overall it turned out really badly.

Someone with the technological knowledge of a Federation historian (or a starship captain, or a Ferengi negotiator with a replicator) has a lot of potential power over a more technologically primitive society. If he uses that power to shape that society, he's taking a really big risk. Because no matter how well-intentioned, he's just as fallible as anybody else, and that kind of concentration of power can magnify one's nearly inevitable mistakes.

Certainly a better example than Picard's weird statement in "The Masterpiece Society" that their interference "proved just as dangerous to the colony as any core fragment could ever have been." You know, the one where their interference may have meant the end of the culture because of some people leaving, vs. the end of the culture because everybody in it died.
