Chuck's standard MO with B5 is to tell the Story plus footnotes. But this time, he just skimmed through the A plot and spend too much time expounding that the themes and tropes of the B plot neatly fit the themes and tropes of the A plot.

Sheridan has a cunning plan (cgp) that League of non-Aligned Worlds signs the Treaty. It is such an excellent cgp, I wanted each step to be shown in all its glorious detail. But Chuck is just "Sheridan has a plan, the Plan works.
Self sealing stem bolts don't just seal themselves, you know.
