The inhabitants were somewhat willing participants in this whole thing. It wasn't really a proceeding to determine the lettering of the contract, Picard knew there was some sort of exploitation going on.

Data of course is just being objective on the proceeding. That or he's just being a smart ass, you know how he is, gotta keep an eye on him.
