Byron WAS in fact cast and made to look like Marcus, but not for the fangirls... its because originally that was going to be the culmination of Ivonova's telepath arc, and her realizing she'd missed her one chance with Marcus. He was 100% supposed to be an off brand lesser version. ( Leetah was still going to be in the arc too but more off to the side, a follower from afar.)
Obviously the actress leaving the show thanks to her terrible agent mucked with that.
Once you know that it makes a LOT more sense why that arc didn't really work. It was supposed to be a big deal for two cast members and plot sets, but instead just focused on one and was just... weak.

There were other issues for season 5 as well. JMS lost all his notes for season 5 and had to rebuild them from memory at the same time he was trying to figure out how to fill out the season (because the end of the Earth war had been moved to season 4) and what to do with Ivanova's absence. This led to the Byron arc being stretched which shows.
