The thing is, the shit O'Brien went through served to make him more sympathetic and for the audience to root for. Harry just ended up being the butt of every joke, and served as someone for the audience to mock and laugh at. If they were trying for their own LaForge or O'Brien, they failed spectacularly. Of course, they thought Neelix was going to be their Odo, so maybe they actually were trying for their own O'Brien character.
