These are just the logical conclusions based on the available evidence. There is only one reason to have a vagina - making babies - and only two to have a penis - making babies and urination. The Ocampa mate by joining their hands together for one week whilst the female is in heat. The baby then comes out of a sack that develops on the female's back. Writers not thinking things through, I guess (in this case the elogium procedure). But then again, there are more ways to have fun together, than just sticking the alien-looking mushroom into the alien-looking cabbage. Alternatively, how do Talaxians actually mate? Nothing says that they mate like humans do either.

Voyager was entirely episodic and trapped in the TNG, ie TOS mold. It was a one-off thing. Besides, Neelix strikes me as... ugh... entirely superficially sexual. So no way he'd be with someone who isn't screwing him annually. And he did get involved in the volleyball program, so I suspect the same as humans.

I'd be careful with characterizing Neelix in this regard, fun as it may be. The intended character and thus how the writers percieve him, is quite different from our perspective upon him. They see him as a charismatic and lovable scoundrel. We see him as a deceptive, abusive shitlord. One version is into the relation with Kes because he loves her emotionally. The other version is in it, because it's easy to convince Kes to take his junk into her mouth.

Yeah, but they also wrote him as insanely jealous, and only a few episodes into the show they had him speculating that Kes was sleeping around because she remembered where some of the crew quarters were and that it was wrong for them to be all on the same deck.
