Here is the thing. If you are you going to have alien species like the Klingons then you have to have a military.
If you had a long war against an alien species called the Romulans that shortly after the end of the war the formation of the Federation happened then a military happened.
Here is the thing, compared to what we have seen in TV shows and what was said. I am pretty sure Riker's Gene Roddenberry esque response in the second season doesn't really reflect at all the reality of Star Trek.
Well you have to have something that'll fulfil the role of a military. It doesn't necessarily have to be a primarily military force, although without it being it'll almost certainly be less effective than a dedicated military.
I don't know. I can buy that Starfleet is a blend of peaceful exploration and scientific research and being a military as well.
When I was in the Navy I worked on F-14s and FA-18EF planes. I can easily see someone like me, a mechanic by trade doing other things besides that if on the Enterprise for example. Shuttlecraft for example. Probably not much of a difference during the day of average shuttle mechanic whether it's going to a planet, nebula or ferrying personnel while at the same time maybe during those times the shuttle being fired on.
"Shuttlecraft 5 got hit by disruptor fire on the port 64 panel. Better take if off and do a structural scan."
The Command staff specifically the CO and XO both would have to go through additional training so they are prepared to command a ship that may have pull both duties.

There's a take I've seen before, and I'll attempt to paraphrase it as best as I can. It's that Starfleet must drive the Cardassians, Romulans, Klingons, and any other race with a proper military up the wall. These so called explorers who only shoot back when you shoot at them first, who use their flagship as a children's creche and a taxi for diplomats, these geeks and wimps out here to study moss and comets, yet despite all that they just keep winning.
They must have this terror in the back of their minds that one day the Federation is going to take off the kid gloves off and show what they can do when they start taking this war thing seriously and go on the offensive.

Which would be rather disturbing because it echoes some certain real-world delusional paranoia that's driving current events... The aggressive, oppressive type who cannot understand that everyone else doesn't really think in their way.
