I've been thinking about this: I think that given everything we can infer here, Kes (and the Ocampa in general) doesn't have a sex drive as much as she has a ''love drive'' for lack of a better word. She isn't attracted to others based on physical attributes but rather forms highly complex friendships. This would A) Explain how she finds Neelix attractive if she sees him solely as the man that rescued her from the Kazon and as the lovable scamp that he was intended to be and B) It would fit nicely into the ''can only reproduce once rule'' of the Elogium. Anyone who could only reproduce once would be insanely picky about who they settle down with. A ''love drive'' would greatly assist in choosing the right man. This would also explain why she was perhaps a bit naive as to Tom Paris's intentions if she comes from a culture that doesn't see relationships in the same way that we do.

There is something else worth noting about Kes that fits into this: how often do we see her initiate anything more than a light kiss? Compare how she acts to Torres and Paris who are busy heavy petting each other across the ship.
