I think the first Kosh was kind of an exception among his kind.
That seemed to be the impression we were meant to have, I think. Like everyone else on the station, he was there because he was somewhat of a misfit who didn't exactly follow the majority opinion where he came from.
I got a slightly different impression in that he was a highly respected but highly eccentric Vorlon. Most everyone else didn't see his point of view, but what he'd done in the past or the place he earned allowed him a greater leeway than others could get away with and what he said went, which is why things got out of hand after he died. For an RL example, look at Admiral Hymen Rickover. Most everyone in the USN hated him, but no one disputed that his approach to nuclear reactors got results.
My suspicion is that Kosh 1.0 was the longest lived, if not the first Vorlon by the time they reached their non-corporal state and immortality, and so was afforded a massive degree of influence and latitude. 1.0 couldn't tell the whole Empire what to do, but he could rein undisputed where he demanded influence, such as going wanting to go to B5 and manage everything connected to it. 2.0s line "We are all Kosh" could be taken as cryptically literal: All Vorlons alive now are descendants of 1.0 in the same way that Lorien isn't just the last member of his species kicking about in the galaxy but the very first of them and the first sapient being.
There are subtle similarities between Kosh and Lorien, especially the latter's regard for the former and a similar kindness to the Younger Races. They could have been similar minded when they had greater influence until Lorien faded away and Kosh got somewhat ignored and sidelined as the lines were drawn between the Vorlons and Shadows.

Interesting take. If we take at face value, then Kosh 1.0 was around for Valen based on the encounter suit design. But then again so would Kosh 2.0 which wouldn't explain his dickish attitudes. Assuming of course, Vorlon encounter suit designs are unique to each Vorlon.
Which I don't think it is since we saw a Kosh 1.0 encounter suit Vorlon in the final battle between them and the Shadows with Sheridan. I suppose you could argue they did that since that is who they are familiar with.
Or we could say Vorlon have clans or divisions where each clan or division uses a specific encounter suit design. Like Kosh 1.0 is a Ambassador clan and Kosh 2.0 is the Military clan.
I believe some of the canon novels or comics confirmed that Kosh 2.0 (aka Ulkesh) is considerably younger than the real Kosh. The younger ones have lost site of the original goal and have pretty much taken over.
