I love the idea of this episode, and I actually have it as one of my guilty pleasure episodes, but holy hell does the acting suck. I know JMS was basically making these on a budget that was up there with 80s Dr Who in terms of tightness, so he was getting actors on the cheap and just hoping for the best, and sometimes that actually paid off, but this time it certainly did not. That and a fanfic-type of plot (random girl becomes special and the series leads adore and fight over her) mean it is, in objective terms, just not great even by the standards of the day. I want it to be so much better than it is.

Oddly my issues with this episode did not include the B plot. That was there to have the reveal at the end and really went no where on its own to me.

Sinclair: I am sorry but per your demands we had no security present. It was only Minbari warriors looking things over. So wasn't this your oversight? Or do you need Mr. Garibaldi's people to find the fault in your operations?

And that comes after the question. If you are born to your caste. How did this man change from priest to general? I thought he was locked into priest caste? Does this mean workers can choose to be warriors or priests?

I would assume under specific circumstances you could in theory transition into another Caste

That got me a few odd looks when I laughed at this. But it does give the concept of the Klingon promotion a new twist.

Legacies. In which JMS writes bad fan fiction for the B plot and Delenn's second A plot of the series gives her the opportunity to demonstrate that she shouldn't be trusted with sharp scissors much less absolute power.

Faced with the problem of Bramner's remains being treated in a way she does not like, Delenn has the option of either using her authority to order Neroon to hand over the body and close the matter without further incident, or, stealing the body and framing the Pak'ma'ra for it. Naturally she chooses option B, because it makes no fucking sense. The result is a major crisis on Babylon 5 which inflicts considerable hardship on the on-station Pak'ma'ra and gives the warrior caste an excuse to escalate tensions with Earth Alliance. This is not the mark of a true leader; it is the mark of someone who couldn't find her own way out of a wet paper bag with the help of a map, a compass, and a chainsaw.

Actually, to transition to another caste, you simply have to say "I've decided that I am not really a warrior. My true calling is religious. (or vice versa, or one of the castes could be worker, etc.) " You do not even need to be sincere about doing so.

This actually happens in Season 4. Guess which Minbari does this.

If memory serves, Delenn mentioned that Branmer's parents had a mixed caste relationship, so he could choose to be Religious or Warrior, and apparently, switch in mid-life.
