It amazes me how much Stargate stuck to the "Goa'uld have freaky deep voices" thing. I mean, we know that Goa'uld don't have to talk that way; they can speak like a normal human if they want to. So when we start seeing Goa'uld in positions besides Imperial Overlord, like Hathor when she's trying to persuade the SGC to her side, or a bunch of later episodes where they try some form of diplomacy with Earth, why don't they drop the freaky voice and make it easier for people to forget that they're inhuman monsters?

Probably because they don't want people to forget they're inhuman monsters. Even the ones who understand that they're not really gods don't consider humans their equals. Any alliances, truces or agreements they hammer out with the SGC or Earth they know are merely a matter of necessity, not some genuine attempt to be friends. They know it will eventually end and they want the psychological intimidation factor over them, even if it winds up being toothless.

It wasn't until Ba'al realized that things in the galaxy had drastically changed that he tried changing up the normal Goa'uld strategies and made a token attempt to not come off as blatantly hostile and arrogantly superior.

Well, sometimes they may be doing the reverb thing for the benefit of any Jaffa hanging around. But sometimes it could just be force of habit; if you've been around many centuries doing the same ol' thing every year, you might settle into a groove.

The Goa'uld claim the episode takes place in 2077 and you don't make a fallout joke?

I think the fact that Nerus was the first to do that, and he was a rather atypical Goa'uld, shows that they do it to show how much better they consider themselves as to others. Remember, we're cattle to them, and they don't want us confused with them.

Well this was interesting way to do clip show episode. Ending it to cliffhanger. I am sure I skipped this one back then because I read that it was clip show episode.

Funnily enough, this was the first episode of Stargate: SG1 that I've ever watched. I guess I was the best audience for it, as they explained a lot to me via watching this.

Unlike a lot of people, I generally don't mind clip shows. Also, Citizen Joe was a clip show, and that was arguably one of the best episodes of season 8. Keep in mind, I don't consider season 8 to be one of the best seasons.

SG-1 is probably the only example I can think of where a show used their clip shows consistently intelligently. They tended to not be throw-away framing devices, and so they advanced some aspect of the show.

That was very deliberate. I recall watching one of the episode commentaries[1] one of the things they said was that they made it a point if they had to have a clip show, they would always make themselves find a way to use it cleverly, like they did here and not just have a lazy framing device or something.
