Batman Beyond: Terry's Friend Dates a Robot
I kind of assumed that when the roboticist said it's illegal to sell a sex robot to Terry's friend, he meant specifically Terry's friend, like there's a law against supplying high school students with sex robots.

Which makes sense in real life when you think about it. When you consider the amount of evidence that plentiful internet pornography is harmful to the sexual development of young boys, imagine what a woman who looks completely human and obeys your every command will do. To put it bluntly: you could bend or break her in any way you please and she will always say yes and mimic orgasm sounds. That is not a good message to give to a boy.

I was thinking the ending might go the route of "The Man Who Killed Batman".
Sure, Howard's been busted, he's in trouble with both the law and his parents, and everyone knows his "girlfriend" was a robot ... except now everyone knows that Howard is able to get his hands on high-tech sex robots. So any kids who want their own sexbots are gonna be buddying up to Howard, hoping he can hook them up. Giving him the popularity he always wanted.

As for why beating and destroying robots is legal: Why would assume that?
Bruce is a man who dressed up as Bat to be vigilant, which is kind of illegal.
Would making robot replicas for combat training purposes illagl really stop him?

Ah, "Terry's Friend Dates a Robot" or as I like to call it, the inferior version of Futurama's "I Dated a Robot."
The implications or moral or legal ramifications of dating an artificially created being are kinda glossed over, which is weird since the show also has Zeta and Red Tornado from Justice League. Is there some kind of sentience clause? Are you not allowed to create synthetic beings or are robots meant to only look and act like beep-boop robots and not resemble living beings?
I think the episode "Golem" would've been a better episode to look at.

Instead of wasting his parents' money on Cherry 2000's psychotic cousin, Howard would have profited from focusing on self-improvement; in his case, a major overhaul.

The mistake Howard made was going after the wrong hot girls. They have too much confidence in themselves to deal with him. He needed to find a girl with some self-esteem and relationship issues. Someone who's used to guys just running out and disappearing on her, disappointing her, making her feel like she'll always being second in his life. He needed to go after Dana. After all the times that Terry screwed over Dana on dates and get-togethers, she was ripe for someone like Howard to take emotional advantage of her simply by always being there to be a shoulder to cry on. But in the end Howard respected the time-honored code of "bros before lady acquaintances", and chose not to make a move on Terry's girl.

I believe Dana had friends. They actually touch base in that ravine of the relationship in Return of the Joker when they take her out dancing to help her forget about Terry.

Dana does indeed have friends, but you're misremembering the scene. The dance was with Terry right after Bruce kicked him out of the Batman job.
