would terminal velocity for a falling person be on the Moon?

Well that's only because there's basically no atmosphere on the moon. If you assumed an Earth-like atmosphere, the terminal velocity would be about 22.34 m/s or ~80 km/h. You'd have to fall from a height of about ~160 m to fall that fast.
