Kinda suggests that Starfleet can detect cloaked ships once they know they are looking for them. Back when Kirk and Spock stole a Romulan cloaking device, it was mentioned that there was (or would be) a perpetual arms race around cloaking technology. One side builds a cloaking device, so the other side builds a device that can see through cloaking devices, so the other side builds even better cloaking devices that can't be detected, so the other side builds even better detectors that can see through the even better cloaking devices, and so on and so forth.

Cloaking devices have always been findable once they started looking, in pretty much every episode when facing an enemy using one. That is probably why The Federation saw no use in developing them, build a better cloak and someone will build a better sensor. And Starfleet is building better sensors every day just for the science missions alone. Yep. Star Trek cloaking devices are completely overshadowed by Federation sensor tech. Unlike in Stargate where the Ancient and Goa'uld cloaks render you undetectable to all but the McGuffin Of The Week, Star Trek cloaks tend to require a ''remodulation'' or a ''quantum filter'' and that's that. Only the Reman cloak seemed to be perfect - but I wonder what a few years of Starfleet engineers did with the Enterprise-E's sensor data.
And really, the Federation has always been technologically superior to everyone up to and sometimes including the Borg in terms of offensive capability. The Genesis torpedo, red matter, the long range photon torpedoes from the Abrams reboot, the anti-Borg weapons that future Janeway came back with. Not to mention their ability to come up with shit on the fly such as the Species 8472 nanomachine weapons and casual time travel.
Going to war with the Federation is normally akin to going to war with Superman.

That's military technology for you, the only reason everyone's got guns and bombs and were now seeing drones and so on, instead of chucking rocks at each other. Relatively speaking nothing's changeed since the rock-chucking days. I heard a theory once that intelligence and war go hand in hand because necessity is the mother of invention. All of these things were first developed for war or because of war: Space rockets, nuclear power, plastic surgery, canned food, duct tape, computers, satellites, radar, freeze-dried coffee. It actually seems as if we owe our whole society to war. That is not to say it is the only way, but I wonder how a truly peaceful world would have developed. Is there a motivation to leave the Garden of Eden?
