Serious answer: no. I've also never changed height (once an adult), build, or birthplace so drastically either. Bond has changed actors that in no way resemble each other many times. They are all the same man. I don't see that his melanin is significantly different in that regard compared to the other changes. Although, there is precedence for your suggestion. Blofeld had some pretty impressive plastic surgery done on himself.

Not much room. It's a fan theory that requires ignoring several piles of evidence clearly stating it's not true in- and out-of-universe, while manufacturing circumstantial support based on wishful thinking. I find it amusing as a what-if, but that's like saying "What if the Doctor is actually a delusional human and not really an alien at all?" Could you make a case for it? Probably. Could Bond have gone that route with 007 being an alias? Certainly, and it probably would have been the smarter choice in the long run, but they didn't. The only reboot in the franchise has been the abysmal Craig films. Losing all of that continuity on top of being miserable movies really hurt them, so I'm glad it took that long for them to even try it.
