Free for all at my school. It was a rarity to be punished for having a fight - my teachers just did not give a shit. One kid I knew had four fights in a day and nothing happened. Literally on the way to school, during break, during lunch, and on the way home. He gained a lot of respect for that though; his opponent (a vicious pos who is probably now in prison if he didn't get his anger sorted out) never fought him again. Preferred to pick on the weaker kids after that.

Actually, come to think of it, that is very much my take away from school. Bullies pick on the weak not the strong. Punch the one in the group with the gob and 9/10 they will eventually leave you alone even if you do have to take a good kicking first. Words and telling teacher may work for girls, it may even work for boys in a rich school, but in a poor inner-city like I went to? Nah.
The words and telling teachers don't work for girls trust me I tried it frequently when I was a kid.

Suburban Alaska and Rural Pennsylvania in the '90s (navy brat). No cops though, not sure where they would have found some.
...for space is wide, and good friends are too few.

I remember several occasions at the minimum where teachers practically yelled in kids faces who were absolutely bawling in shame. Like, even the kids who had English as a second language.

Question, it hasn't been clear to me from the reports I read/listened to/watched (might be due to the advanced hour and sleep deprivation): Apparently the kid's drawing was a response to the drawing of another kid. One of the kids was repeatedly described as a bully or bullying the other, but what I miss out on is, who the bullying kid is. Is it the kid who "drew first" or is it the one that got arrested?

I think we're just supposed to be mad about it happening and the actual drawing and the details of it is a McGuffin.

Yep that was me. Got bullied, fought back. Despite it being caught all on camera showing that I shoved back when I was being ganged up by three boys. Apparently shoving is enough for 10 days and that shoving was only to make room for myself and my younger brother to rub for it.

Of course the main bully got suspended too and decided to take it out on me the day of the suspension, after it happened.

We fought in the front of his house. Turned out he had a glass jaw and face. He didn't bother me again.

My Dad made it a point that I was no in trouble.
I got nothing to say here.

Yeah fighting back seems like a understandable reaction. But where do you draw the line? Does one kid get to slay another just because the other started it? It's no so clear cut in the thick of things.
