The US has manned spaceflight capability to LEO right now because of SpaceX. Otherwise, we would still be begging rides from the Russians for at least another year because the traditional NASA program built by Boeing is riddled with issues.

The kind of work that produces valuable scientific returns is precisely what scientists have to fight NASA tooth and nail to accomplish. It's welfare for the aerospace industry, in case some nation decides to put weapons in orbit or looks like it might somehow make space profitable.

One of the more amusing claims in history is that America won the space race. But objectively, yes it put the first man on the Moon, but Russia has done more, both before and after, when it comes to space exploration. First man in space, first woman in space, first animal, first satellite, first probe on the Moon, first space station, first spacewalk, being America's taxi when they retired the space shuttle.
The fairest thing I can say is that America is probably going to win the commercial space race. But that's only until China decides to enter the fray; they've now got Moon capability and are planning to put their own space station in orbit. Don't count out the first man on Mars being Chinese either.

It is utterly unimportant if some human is placed on Mars if nothing is ever done to actually establish a human presence in space. The ISS is simply useless - vibrations make it useless for the only useful function ever proposed for it.
