Has it always been political though? Now Star Trek. You can make that argument. But Dr Who? I'm scratching my head here. I recall some green episodes and I recall the candyman episode that was a piss take of Thatcher.

Either way there is one key point to be made here: Europe and America are now extremely divided politically and both sides are radicalised. I would go as far as to say that less stable countries have had civil wars in similar conditions. To make political ANYTHING today and then act all shocked when social media tears you apart is naïve. Dumb, even.
There is an argument to be made that kicking the politics to the kerb and JUST making a show about fighting aliens is the moral approach to take if not the best business decision. Because whilst you are busy jerking off your particular opinions, those who either do not hold them or don't care are sitting there thinking ''I will not be preached to'' and leave.
Yes it has in regards to it always being political I can name four off the top of my head (I haven't seen all of classic who) The Sunmakers (T. Baker)(Taxes) The Green Death (Pertwee) (Toxic waste) Planet of Giants (Hartnell though this might be based on something else) (dangers of pesticides), The Mutants (Pertwee again) (Aplhied and I might have spelled that wrong) plus the Daleks, in general, those are the ones I know about but there might be more since I haven't seen all of classic

Yeah, just look at Broadchurch. Which was also Chibnall...

Maybe he just sucks at writing sci-fi.

He actually has written for individual Doctor who eps in the past as one-offs as well as Torchwood maybe it's long term sci-fi he has problems with?

Which episodes? I was underwhelmed by Torchwood in general - it was still a kids' show in all the bad meanings of the phrase, only with sex and explicit violence and swearing.

On Doctor who he wrote the following before the current era according to wikipedia (note I have no clue if they are still good been a while since I watched those):

"The Hungry Earth" / "Cold Blood" (2010)
Pond Life (2012 series of mini-episodes)
"Dinosaurs on a Spaceship" (2012)
"The Power of Three" (2012)

I didn't much care for those episodes. I've never seen Pond Life, but the episodes I recognize I don't like.

"The Power of Three" is an especially good example of bad writing. The set-up is nonsense. Then we encounter an alien which we're informed is a tremendous threat, an epic terror from Gallifreyan mythology. Then it is summarily defeated and we are informed that the problem is solved.
