Abbot said to "do what you have to do" to keep the power running without rolling blackouts.
In order to attract more energy suppliers to the grid, the operators adjusted the regulated price between consumers and suppliers to its max at $9,000, specifically to attract larger scale suppliers to the grid while the factories they normally power aren't in operation.
The buck seems to stop at Abbot in that case, but this seems largely a departmental or policy issue.
