Riker would have probably been written to be in more conflicting situations whereas Picard is a human abacus that figures everything else as it comes along. And Picard wasn't bad at it either. He pulled off a whole Die Hard on the Enterprise episode.

He would certainly be less Riker-ish, but who would be his XO? Shelby? Data?
Both of those characters are totally different than the XO Riker stories and episodes we got.
I'd only guess so. She had precise ambition written all over her which is most resembling of Riker, who is more vaguely ambitious and overly content with his contemporary position on the Enterprise.
I don't think alternate realities are supposed to be indicative of where they were going. I think they were just trying to make it more like Voyager and DS9 by terms of an adventure show circling high paced around a man placed in a situation he doesn't want to be in.

I wasn't going by Worf's alternate reality.
I am just thinking about how TNG Season 4 would be at that time.
One thing we really haven't considered is that Patrick Stewart wasn't exactly well known at the time outside Trek. Maybe Jonathan Franks could have taken over at Season 4 with Shelby as his Number One.
I did like Shelby and wished she was brought back. Maybe in a cameo position in DS9 during the Dominion War.
