Unless Canada is involved in a joint space program, I don't see that this really matters. Like Antarctic research stations, the nation running a space habitat would likely consider it part of their territory and jurisdiction.

Let me restate that:
Unless Canada is involved in a joint space program that actually produces something, I don't see that this really matters.
I remember what it was like with the ISS... many years late, massively overbudget, and doing far less than it was supposed to.

It will be. I doubt the first colonists of the Moon will be doing anything unsavory.
