Your not wrong. The only thing I can think of is with cap and fantastic four their powers were in one case a science experiment that got government backing and won't happen again and FF were a freak accident that never could happen again.
Meanwhile they never are sure what cause the mutant genes, and the range of powers and numbers are large enough to cause people to grow pause.
I actually love Stan Lee's apparent reasons for why mutants exist, because he and the other Marvel Writers wanted to be lazy. This was on I think the X-Men Evolution DVD Extras where Lee said that was the reason for why they came up with mutants, because he and the other writers were tired of coming up with how superheroes got their powers so it was just decided that mutants were born with their powers due to "Mutation/Evolution".
What I want to know is how Mutants will tie in with the MCU as super-powered people are looked on as heroes which include Hulk and Spider-Man along with Captain America, Captain Marvel and Black Panther. Now they could very well tie this into the Snap (I refuse to call it the Blip) and that the resulting energy of the Snap somehow caused the X-Gene to become a thing or it was always there but the snap resulted int more mutants showing up.
And the reason the haven't shown up as much is either their powers are just awakening or they've been trying to keep a low profile because of their possible tie to the snap. To tie to discrimination topic of the X-Men because it's such a major part of their lore we all know the idiotic phase "Gays Cause Hurricanes" which is stupid because we all know butterflies are the real culprits, but anyways if people without powers are blamed for things beyond our control then what will happen if mutants are suspected to be connected to the worst catastrophe within the MCU. An event that left the whole universe scared for 5 years and will likely never be able to fully recover from.
Mutants would be a scapegoat for many so if that's the case A) It would be a nice way to tie into the Snap which is good world building and B) it avoids the issue of raising the question of why mutants are only now showing up.
