That's the thing though, isn't it? The Imperial Agent's story makes it very clear: The Empire is about rules and law and order, except if a Sith is involved. And given it's the Empire, Sith are involved everywhere, making the point about the Empire being about law and order moot, as there wouldn't be an Empire without the Sith. The Empire is just a vehicle and a flock of pawns for the Sith's power fantasies.

I dunno, a large chunk of the Sith Imperial questlines are about what utter shit the Sith are at ruling. Anyway, one thing that's often overlooked is the human-centric government of the Empire and indeed the Sith.
Just hundreds of different species in the galaxy but unless you're human or Sith pureblood, you'll be a second-class citizen at best. Chuck covered some of that in the Sith Inquisitor storyline but I think it bears repeating.
You know, we've gone 4 episodes and still no Solid Snake joke. We must be slipping.

But at least in the empire the Sith are mostly in their private enclave's and worlds, scheming against each other. Playing through both Sith stories you can't help but think of Terry Pratchett's Wizard's. Self segregated to where they can mostly just watch each other in paranoia. Whereby the Imperial Normies get on with running the place mostly by doing their best to ignore the more insane things the Sith come up with. The average Imperial Citizen has probably never seen an actual Sith. But from the Imperial Citizen's point of view they live in a fairly ordered lawful society otherwise. With a substantially higher standard of living than the Republic. The empire has money to spend and it seemingly trickles down. In contrast the Republic seems wildly dysfunctional. Rampant with corruption and graft while the regular people suffer. Coruscant IS Portland or Seattle. Just about everyone you meet in the Republic is or at least starts out as an asshole. The Republic makes the Hutt's look like the saner choice for governance. The Jedi Master's are powerful, but lethargic and disinterested. "just send another Padawan to deal with whatever it is". The Republic Military is badly led and useless bordering on open mutiny at times. We've got story arcs of commanders selling off their men's food supplies.
The Sith are something the people try to just walk gingerly around hoping it won't notice them. But the scariest words in the Galaxy would appear to be "I'm from the Jedi and I'm here to help".
