The loss of innocent until proven guilty will not effect women as much as men because the justice system is already weighted against men. Please look up the prison sentences for women rapists, paedophiles and murderers compared to men and then get back to me.

The presidency is part of the government, if they cannot reach an agreement with congress they're out of the job as well and unlike everyone else the President is term limited. The president would be able to fail at most one vote of confidence before being barred from the position for life. It would in fact dramatically increase the power of the legislature over the executive at the cost of having to pass a budget every year.
