I mean I'm trying to compare the two here. WW1 Germany tossed their government out, then were forced to accept a peace deal that they felt was unreasonable. WW2 Japan kept their government, who decided to accept a peace deal they previously felt was unreasonable, mostly because the peace deal required that their government cease to exist.
I suppose that last part there really differentiates WW1 Germany from WW2 Japan. Allied war goals in WW1 weren't about destroying the Imperial German government, while after Casablanca ending the Axis governments became a goal in of itself.
