Personally (ordered by dates): Jackson (crazy wannabe dictator), Wilson (gave us Segregation, was a big proponent of Manifest Destiny, AND kept use out of WWI), Nixon (Watergate, et all), both Bushes (Iran-Contra and the Iraq War, respectively), Trump (A LOT of garbage but possible High Treason is at the top of the list). Those are most people's candidates for "Worst POTUS", right?

The main list is Jackson (genocidal dictator who spent his entire presidency rapidly escalating the power of the rich and most especially the slaveowner class), Reagan (genocidal puppet whose administration destroyed Latin America and rapidly enacted the deregulation nightmare whose wealth transfer is still in place to this day) and Johnson (his sabotage of reconstruction allowed the South’s century plus victory in the civil war). There’s many dishonorable mentions, few to none of the presidents didn’t escalate at least one American imperial atrocity or another, but in terms of really ramping things up those three are the worst.
(In the interest of specificity, you can reasonably argue that ignoring AIDS does not meet the formal definition of genocide. But given the neglect was specifically motivated by the belief the disease was limited to a specific population and the actual impact of it, I’m willing to describe Reagan and his people as seeking that outcome.)

We could just as easily argue that the homosexuals who fought the attempts to stop the spread of HIV were engaged in genocide.
