Plus this is a matter of time. Sanctions take a while to hit, which we saw in the real world with Russia. Cuba was a special case cause of how well America could isolate them, but for Russia, they're surrounded by other nations that don't follow said embargo. Still, with the western embargo, Russia WAS hit... and probably far worse given their weak economy before. VS this alt universe where Russia, with an advanced space division, probably has a stronger economy given they probably cut much of the military to win the space race.
