It doesn't look like they went there to shoot up everyone (or they would have), so it makes me wonder if the shooter had a particular target in mind, and a personal reason for doing so, ergo a domestic dispute. A case that comes to mind is a shooting at the Empire State Building that was also initially billed as a mass shooting, except that the shooter targeted two people in particular over a domestic dispute, and everyone else that was shot was shot by the police trying to shoot the murderer.
