They are set up from the last movie to go past this nebula that was blocking off some part of the Galaxy, they could find the Borg there (if they wanted to change how/when the Borg are at at this point in time). But having the Borg on your doorstep is a HUGE problem that needs immediate attention and a solution because they assimilate and consume space-faring warp capable humanoid societies, even at this 100 years earlier in their progress.

There's no reason to redesign them other than if their appearance is copyrighted/licensed and they can't use it (like STD can't use Original Series costume designs).

No I don't think you can get rid of that, not if you want them to keep being Borg. One of the defining traits of the Borg is their invincibility on a purely technological level. Anything you come up with they can equal and counter with the efficiency and speed of a computer. The recurring theme in Borg episodes is the value of humanity and individuals, and the key to beating the Borg is intuition and human ingenuity. That theme is weakened if you make the Borg vulnerable to conventional weapons or brute strength.

No, because even without super-adaptation, they have another factor.
Sheer mass.
The borg cubes are HUGE. The borg species is innumerable. Romulans, Klingons, and others, they have to fuck and raise children to cultivate functional combat units over a matter of years. Borg? They swing over to the nearest planet too weak to fight back and they add a few billion drones to their numbers.

Klingons, Romulans, Cardassians, hell even the dominion you can deal with via politics, or will be amenable to reasoned argument in some situations, have cohesive ideologies. These all have individuals who may be coherced or may defect for their own reasons.

The borg are not like that at all. They are different from every other species in the galaxy. They are a monolith. They are a single impassive will.

That might be practically true, but it's never really played out that way on screen. It's one vs. one as often as not, and the intended size different between the Enterprise-D and the Borg cube doesn't always come across on screen. In First Contact the huge Borg sphere lasted all of five minutes before they began the standard, smaller scale, fairly even odds.

On the other hand, maybe a bigger budget would make the difference in terms of showing the Borg in a different way.

Not on the big screen, but the small screen, it shows. You have teeny, weeny ships trying to assault something that is so vast you could hide DS9 inside it. Borg drones are the individual cells of an animal that only notices it killed your best and brightest after it finishes scratching the itch.
