Was it basically because of Janeways' infamous words when sending the Vindiians back to their ship?

Pretty much. Chuck is saying that Janeway turned Voyager into a candyshop, because she allowed them to commit organ theft on a member of her crew, and the worst punishment they received is a five minute lecture. Meaning that the Vidians know that Voyager can be stolen from with no serious consequences.

Essentially, like stealing candy from a baby.
