They don't show us when it starts; we first learn about it at the end of the Captain Marvel episode as a twist. Possibly we can infer that Cadmus had a hand in getting Lex out of prison in the first place in return for his assistance, but it's speculative.

Nope actually we see how Lex got out of prison I thought it was when he helped the League take down the Lords.

Yep, he got a pardon in exchange for his help in taking down the Justice Lords.

It might even have been Lex that helped to create Cadmus in the first place, now that I think about it, since at one point Batman says "The real purpose of Cadmus was to give you (Lex) superpowers".

Either way, it happened after that episode, but before the Captain Marvel one.

Leaving aside how Pardons are not a smart thing...
If Superman were to show up at the White House and say, "Mr. President, in order to save the world I need you to..." Whatever Clark says is going to get done.

The episode had a lot of interesting ideas, but the fact that THIS was the resolution made for a disappointing conclusion. Especially since all Lex did was build a ray gun that took the Lords down (and I can't help but think that such a weapon might have helped him before and after).

Clumsy writing, sadly. Last time he was in a story prior to this one, he threw a bomb at an apartment complex, now he's getting pardoned and running for President.

Because the episodic formula of the show was growing a bit stale and they needed to spice things up by setting up a long running story arc and the sequel Unlimited series.

Flash took it apart near the start of the episode, and I'd say odds are he didn't number the parts as he did so. I would think they probably didn't want to reassemble it before any trial, even if they could.

I think you all are getting hung up on the "It was just some ray gun."

Like, that is literally what happened, but much like the "they could have both fit on the door" argument for "Titanic" it doesn't matter. The point of the story is that the League compromised their values in some fashion to win because too much was on the line to cling to principle.

The gun isn't the point. Luthor is the point. He is just the guy operating the winch that lowers in the Athena to resolve the plot. It is almost a literal Deus ex Machina.

The point is, that it could have been done better and in a more convincing manner.
