Keep in mind that corrupt businessman Isaac "Ike" Perlmutter, who owns Marvel Comics and damn near ran it into the ground (AND sabotaged the MCU at every turn until Kevin Feige got him removed from the direct chain of command around the time Captain America 3 came out), essentially bought a controlling stake in VA by bribing--uh, sorry, "giving massive campaign contributions" to Dipshit Leader.

Ike Perlmutter is only interested in gouging vets to line his own greedy pockets.
