Doctor Fate vs. Doctor Strange vs. Doctor Who!
To combat the fact that Who is basically a Muggle going up against two Physical Gods, he will be allowed prep time in this battle royale while they will not, as he is most effective with the TARDIS and advance planning anyway. Morals are all off and they're all bloodlusted. Who do you think wins this epic Battle of the Doctors?

Any point in his series run, though I am thinking Ninth Doctor.

Re: BATTLE OF THE DOCTORS!
Full disclosure, I don't know much of anything about Doctor Fate, apart from... was he a monkey one time? And I've got a vague notion he was in the Man of Steel porn version. Neither of which seem entirely credible recollections, so I'm just going to confine myself to the Doctor and Dr Strange (at least, the MCU version of Strange - again, not that familiar with the comic version, aside from that one time he hired She-Hulk to represent a ghost in court).
Going off-script a bit, I'm seeing an argumentative team-up rather than a full-on fight to the finish. I feel like the Seventh Doctor would be a great match for MCU Strange - Strange has got that self-righteousness that'll really make him bristle at Seven's tendency to treat the battle of good and evil as his own personal multi-century chess game (sometimes literally) regardless of how it invariably ends up with him scrambling around to account for all the unintended consequences before they blow up, and we know how the Doctor reacts to arrogance (other than his) so this rookie coming in and telling him how to do his self-appointed job is going to get his hackles right up. Suppose they run into each other both pursuing minions of what turns out to be a villain team-up between Dormammu and Fenric, Strange has a good shout at the Doctor for his arrogance in manipulating history to produce a violent showdown no matter the danger to anyone in the vicinity, the Doctor gets all sarcastic about Strange meddling in things he's too young and reckless to have any understanding of, and they finally come around, Strange sees the wisdom in the Doctor's daring strategies to actually defeat threats anyone else'd be happy to just escape from, and the Doctor's thankful for Strange having the guts to jump in blindly and be the spanner in the works that kept the bad guys off-balance long enough for it all to work... wicked.

Re: BATTLE OF THE DOCTORS!
I read in the comics Doctor Strange can time travel too, and has been at it a lot longer than the Doctor - for several thousand years. He's also going up against Lovecraftian threats. Also while downloading Doctor Fate comics, I know Doctor Fate sometimes interacted with Jesus. I swear to God, it's the truth!
